An airship carrying a shipment of foreign goods docked in Howling Station recently. The Captain has refused to any dealings with the Black Market. That is his choice to make, and his mistake to regret. Locate and board the merchant ship Cirrus, and make sure their goods never make it to the streets of Eos. Alternatively, relieve the Cirrus of its good Captain so that someone else may take his place.
